An inspector arrived without notice — this is now a violation of the law. How Decree UP-63 will change your business.

What happened

On April 17, 2026, the President signed Decree UP-63 "On measures to limit illegal interference in entrepreneurial activity and increase the transparency of control measures." The document introduces specific mechanisms and establishes strict deadlines for government agencies.

Two waves of changes

July 1, 2026: Launch of the updated "Yagona davlat nazorati" IS and mobile application
Entrepreneurs will be able to view information about inspectors in their district, message them directly, evaluate their actions, and receive real-time notifications if an inspector arrives without proper authorization.

August 1, 2026: "Biznes himoya" QR code and mandatory registration of all contacts
Absolutely all inspections — including those conducted within criminal cases and preventive measures — must be registered in the system. Any visit without an entry will be considered a violation of the law. A QR code at the facility allows for instant verification of the inspector's status and authority.

The main new concept: "dialogue"

The Decree introduces the concept of "dialogue," which is not a control measure. This includes any visit by a civil servant without the purpose of an inspection or summoning an entrepreneur "just to talk." Now, such contacts must also be registered in the information system. Informal pressure will significantly decrease, as every interaction leaves a digital footprint.

Important: The protection system will only work for those whose accounting and documentation are in order. It is often accounting discrepancies that become the actual grounds for inspections. If there is a valid reason for a visit, no QR code will help.

Checklist: what to do by July 1

  • Conduct an audit of accounting and tax records — eliminate discrepancies before the system becomes fully operational.
  • Organize documents from previous inspections — acts, prescriptions, and results must be readily available.
  • Develop instructions for employees — train staff on how to act during an inspector's visit: recording, notification, and QR code verification.
  • Install the mobile application — to receive real-time notifications about unauthorized inspectors.

Does the Decree apply to tax audits?

Yes. Starting August 1, 2026, all tax inspections, including those conducted as part of criminal cases, must be registered in the "Yagona davlat nazorati" IS.

What to do if an inspector refuses to register?

Record the visit yourself (video recording, date, and time). Submit an appeal through the IS or to the prosecutor's office. The Decree directly mandates the registration of any contact.

Does this apply to individual entrepreneurs?

Yes. The Decree applies to all business entities — both legal entities and individual entrepreneurs (IE).
